Open Licensing / Open Educational Resources (OER) – Technical Assistance for ETA Grants

About

Most ETA Grantees are currently required to license to the public all work created with the support of the grant under a Creative Commons Attribution 4.0 (CC BY) license.2. Use the resources here to understand what this means and find tips for how to implement the open licensing grant requirements.

Note: The language in your Funding Opportunity Announcement is typically found in Section IV.E. under Intellectual Property Rights.

  • Overview: “Grant Requirements: Open Licensing and Intellectual Property” provides an overview of what is required in most ETA Funding Opportunity Announcements. (Download this one-pager from Related Resources at left.)
  • This short video provides a brief explanation of how a CC license works.

  • How To: The webinar WorkforceGPS - Why You Should Start Preparing Your Open Educational Resources Now! offers helpful specifics to ALL grant programs (even though it was offered for Strengthening Community Colleges Training Grants). The webinar link includes Product Tip Sheets and Product ID Forms, as well as webinar slides and transcripts.

  • Where to Post OER: As part of the requirement to publicly license grant-funded products, grantees must post their products (with the CC BY license affixed) to a public distribution platform. There are many OER repositories where you can post your grant’s materials, including national, statewide, or college-wide sites. The SkillsCommons repository is the world’s largest open collection of workforce training materials, developed with DOL funding for the Trade Adjustment Assistance Community College and Career Training (TAACCCT) grants; the repository contains thousands of free training resources and has been continued and expanded by CalState MERLOT. Find other national or international sites by plugging “OER repositories” into a search engine.
